Sharpen > smart sharpen > amount 500, radius 0.3 and more accurate.

I honestly don’t know myself. Normally I just play around until I get something I like, but mostly I use curves, brightness and contrast, color balance, selective coloring and gradient map. It also helps if the video that you’re making a gif of is HD quality.
